Ban has 20 years of experience in the international banking and financial
services industry prior to joining the Private Client Group of Merrill
Lynch
in 1999. He has developed extensive professional experiences working at
Bank of America in New York, and First American Bank in Washington, D.C.
specializing in trade finance and international private banking covering
clients both in Europe and Asia. He later joined Thomas Cook Foreign
Exchange, a British and German multinational coporation, as an Assistant
Vice President and Account Manager in their Corporate and Financial
Institution Group.
Past involvement included fund raising activities via local contacts and
organizing panel discussions for VTIC02.
Position Statement:
My involvement with VACETS this past year has led me to believe that this
organization symbolizes the spirit of leadership, dedication and good
old-fashion teamwork through volunteerism. During this time in our
world
when so much of what we know hinges on the geopolitical coupled with the
economical risks, it is satisfying to me to see the unity of thoughts and
actions VACETS old and new members continue to embody in its ethnic and
gender diversity.
I salute past and present board members, especially those I have observed
first hand in the last VACETS event at GMU. However, most of
all, I salute
the members who continue to contribute, in their own way, the values that
makes this organization one which I am proud to be part of.

Biography:
· Started
working as a Chemical Engineer in 1983 at the Naval
Surface Warfare Center, Indian Head Division.
· 1991 1999:
Managed all Navy basic, exploratory research and
advanced development programs in High Explosives. Served as the U.S. Navy
focus point for explosives and the transition of Navy explosives into
weapon systems, providing consultation to government/military, industries
and allied nations.
· 1999 2002:
Managed all NSWC Indian Heads technical programs in
Explosives and Undersea Weapons, from concept through engineering
development to production and demilitarization. In October 2001, was asked
to undertake a special endeavor: help create an urgently needed new
weapon
(in support of Operation Enduring Freedom) to effectively defeat tunnels
and caves being used as terrorists hideouts, in order to spare U.S. troops
from the bloody prospect of tunnel-to-tunnel combat in
Afghanistan. Successfully assembled and led a team of scientists
and
engineers to develop the payload for this new weapon, now known as the
thermobaric bomb, then proceeded to limited production and delivery to
the
Air Force, all in an unprecedented period of 67 days.
· Successfully
led the development and transition of a total of 10
high performing explosives into 18 different U.S. weapons in the past 12
years; this is an unprecedented record of its kind. Was U.S. Delegate at
the NATO AC310 Subgroup I for Explosives, and chairman/member of many
national and international Panels/Technical Steering Groups.
· Received
the Dr. Arthur E. Bisson Prize for Achievement in Naval
Technology in 1999. Name is engraved in a plaque on permanent display
at
the Office of Naval Research.
· Awarded
the Civilian Meritorious Medal in 2001 for superb
leadership, technical expertise and significant contributions to the
Department of Defense in the area of High Performance Explosives.
· 2002 present:
Director for Science and Technology at NSWC Indian
Head. Responsible for Indian Heads overall technical investment
strategies, guiding and overseeing research and development programs in
all
areas of science and technology and focusing these efforts toward the
creation of future weapon generations for the United States.
VACETS Activities:
Have not been active in VACETS although have attended a VACETS conference
before and am generally aware of and support VACETS purpose and various
endeavors. Recently asked by anh Hung Nguyen, VACETS President, to
stand
for election into VACETS Board of Directors.

about VACETS:
VACETS is a great information and networking forum for Vietnamese
professionals around the world. I support its principles and its
noble but
at the same time very practical purpose and will do my best to promote
them.
Besides the sharing of our professional interests and technical experience,
I would like to see VACETS facilitate a mentoring culture. No doubt,
many
of our members are highly successful in managing their own career.
Let the
more senior, career-established members help mentor and coach the younger,
less experienced members. As we all already know, our technical expertise
in a specific field is not the only thing that will help advance our
career. More often, other factors prove to be crucial: our
emotional
intelligence, leadership style, professional image, political savvies,
who
and what our friends and supporters are, etc. It will be my hope to help
create this mentoring dimension within VACETS, if I get elected to the
Board of Directors.

La^.p Tru+o+`ng: VACETS must be a non-political, technical and professional
organization.
I would push for the following agenda with the rest of the team:
1) Strengthen local chapters. Local chapters should work closely with
Vietnamese Student Associations (both professional and non-professional)
universities in or near the area to organize technical seminars and
workshops. This is how we introduce VACETS to the next generation of
Viettech.
2) Looking for ways to get the funding for VACETS. One of the areas that
obviously need funding is VACETS homepage. What we have now is good but
it
needs to get to the next step where self-presentation and interaction plays
a role in attracting new members and retaining current members.
